If there is a well or cross-connection with untreated water to treated water in the District, the property owner is required by VCSD Ordinance 2010-01 to have a certified backflow device installed to protect the District water supply from contamination.  The property owner is required to have the device inspected by a certified backflow tester on a yearly basis.
